Needs for Child Abuse Reporting Process Among Korean Child Support Agency Professionals

Abstract

This study aims at investigating the need for child abuse reporting a system among the professionals at the Child Support Agency. Based on the review of the job characteristics of the child support services and the examples of the child abuse reporting systems in similar agencies in and out of Korea, focus group interviews were conducted with eight professionals from the Child Support Agency. The results showed that they were frequently exposed to suspicious child abuse cases. However, the professions tended not to report the cases due to uncertainty about following the original goal of the service and absence of reporting procedure. The unique needs for a child abuse report process for the professions in the Child Support Agency were discussed in this study.

본 연구는 양육비이행관리원에서 양육비이행서비스를 제공하는 실무자들의 아동학대 대응체계에 대한 요구도를 파악하는 데에 그 목적이 있다. 양육비이행서비스의 업무특성과 공공기관 아동학대 대응사례, 해외 아동학대 대응시스템 등에 대한 고찰을 바탕으로 총 8명의 실무자를 대상으로 초점집단면접(Focus Group Interview)을 실시하였다. 분석 결과에 따르면 실무자들은 상담과정에서 아동학대 의심 정황에 빈번히 노출되는 것으로 나타났다. 하지만 서비스 제공의 목적에 어긋날 수 있다는 우려와 대응절차의 부재로 신고나 보고는 하지 않는 것으로 나타났다. 이에 따른 실무자들의 윤리적 딜레마도 파악되었다. 양육비이행서비스 실무자들을 위한 아동학대 대응절차의 마련이 시급하며, 이때 양육비이행서비스의 특성과 이혼가정 양육에 대한 이해가 바탕이 되어야 함을 시사하였다.
