노인 돌봄서비스의 시장화와 디지털 플랫폼의 결합 양상 -방문요양 플랫폼을 중심으로-

Abstract

민간 주도의 사회서비스 강화 정책을 정부가 주도하고 있는 가운데, 본 연구는 디지털 플랫폼의 확대가 노인 돌봄서비스의 지형을 변화시킬 가능성에 주목한다. 본 연구는 방문요양 플랫폼의 등장을 노인 돌봄서비스의 시장화와 디지털 플랫폼의 결합으로 포착하고 이들의 구체적 결합 양상과 이것이 노인 돌봄서비스와 돌봄 노동자에게 주는 영향을 분석하고자 한다. 이를 위해 본 연구는 먼저 한국 노인 돌봄서비스의 시장화의 맥락 속에서 디지털 플랫폼이 돌봄서비스로 확장되는 양상과 그 특성을 체계적으로 검토한다. 이어서, 한국보건산업진흥원과 한국 스타트업 투자 데이터베이스 자료를 활용하여 방문요양 플랫폼의 산업동향을 분석하고, 구체적인 결합 매커니즘과 관련 행위자들의 경험을 분석하기 위해 질적연구를 진행하였다. 분석결과, 한국 요양서비스업은 빠르게 성장하고 있으며 정부의 지원과 함께 자본력과 기술력을 갖춘 플랫폼 기업들은 노인장기요양서비스의 복합적 특성, 네트워크 효과 및 디지털 플랫폼 경영방식을 활용하여 이윤을 추구하며 확대되고 있었다. 방문요양 플랫폼의 성장이 과다경쟁과 요양보호사의 불안정성을 야기할 수 있다는 문제가 발견된 한편, 주요 관련 행위자가 고령층이며 요양서비스가 돌봄의 관계적 특성을 갖고 있어 빅데이터와 AI 활용의 확대는 제한적으로 이루어질 것으로 분석되었다.

In the context of the government’s policy to strengthen private sector-led social services, we focus on the potential for the expansion of digital platforms to change the landscape of care services. This study captures the emergence of elderly home care platforms as a combination of the marketisation of elderly care services and digital platforms, and seeks to analyse the specific aspects of this combination and its implications for elderly care services and care workers.To this end, this study first systematically examines the expansion of digital platforms into care services and their characteristics in the context of the marketisation of elderly care services in Korea. Then, using data from the Korea Health Industry Promotion Agency and the Korean Startup Investment Database, we empirically analyse the industry trends of home care platforms, and conduct a qualitative study using in-depth interviews to analyse the specific linkage mechanisms and experiences of relevant actors. The results show that the Korean care services industry is growing rapidly, and with the support of the government, well-capitalised and technologically advanced platform companies are expanding in pursuit of profits by taking advantage of the complex nature of long-term care services for the elderly, network effects, and digital platform management methods. While it was found that the growth of home care platforms could lead to over-competition and instability of long-term care workers, it was analysed that the expansion of big data and AI utilisation would be limited due to the fact that the main actors involved are the elderly and the nature of the labour involved in long-term care services requires interpersonal skills.
