일제강점기 문부성편찬 국정독본차용에 관한 배경 고찰 - 조선총독부 관보와 신문기사를 중심으로 -

Abstract

본고에서는 조선총독부가 총 5기에 걸쳐 발행한 일본어독본 중 제2기와 제4기에 발행된일본어독본의 일부가 조선총독부 편찬이 아닌 일본 문부성 편찬의 국정독본을 차용한 점에주목하여 그와 관련된 사항들을 1910년부터 1945년 해방까지 발행된 조선총독부 관보와 매일신보, 1920년부터 발행된 동아일보 기사를 통해 살펴보았다. 그 결과 제2기에 문부성 편찬 국정독본을 차용하게 된 것은 1920년에 실시된 제1차 조선교육령의 개정을 통해 4년이었던 수업연한이 6년으로 연장되며, 그에 따라 제1차 조선교육령 당시에는 40시간이었던 주간 국어 수업 시수가 1920년 제1차 개정을 통해 58시간으로 늘어나고, 다시 1922년 제2차 조선교육령에 의해 64시간으로 늘어났지만, 갑자기 늘어난 시수에 대응할 교과서를 충당하기에는 당시 조선의 교과서 인쇄 출판 상황으로는 역부족이었으며, 그로 인해 일본어독본 공급에 문제가 생겨 선택한 결정이었다는 것을 알 수 있었다. 또한 제4기에 문부성 편찬 국정독본을 사용하게 된 것은 내선일치를 앞세운 일본 정부의 의향과 조선의 특수한 사정을 강조한 조선총독부의 절충안에 기인함을 알 수 있었다. 그 결과 소학교 1,2,3학년은 총독부 편찬 일본어독본을 사용하고 4,5,6학년은 문부성 편찬 국정독본을사용하게 되었던 것이다.

The present study was intended to objectively examine the facts related to the Japanese textbooks published in the second and fourth periods through the articles of Chosun Governor General newspapers and Maeil Shinbo from 1910 to 1945, the year of liberation, and of Dong-A Ilbo from 1920, noting the fact that among the Japanese textbooks published by the Japanese Government-General of Korea throughout total 5 periods, some of the Japanese textbooks of the second and fourth periods were published by the Japanese Ministry of Education, not by the Japanese Government-General of Korea. The examination helped objectively understanding the situation at that time, and it would be a critical reference for studying one aspect of expansion of Japan’s language policy during the Japanese occupation period.
