지방자치단체의 아동복지예산결정요인에 관한 연구: 광역시 자치구를 중심으로

Abstract

본 연구는 지방분권화로 인해 아동복지 사업에 대한 지방정부의 자율성과 책임성이 확대된 상황에서 아동복지예산을 결정하는 요인들을 살펴보고자 하였다. 이를 위해 2010년부터 2014년까지 5년간 서울특별시와 광역시의 자치구 예산자료를 확보하여 아동복지예산을 구축하고, 예산 결정에 영향을 미치는 요인들을 사회경제, 정치행정, 재정 관련 변수들로 나누어 결합시계열 회귀모형을 사용하여 살펴보았다. 분석결과, 전반적으로 기초자치단체의 1인당 아동복지예산 수준이 상대적으로 매우 낮은 수준이며, 지역 간 격차도 심각한 것으로 나타났다. 한편, 아동복지예산에 영향 요인을 살펴본 결과 기존 연구와는 달리 복지수요를나타내는 사회경제적 요인보다는 기초자치단체의 정치적 요인과 재정적 요인 등에 보다 큰 영향을 받는 것으로 나타났다. 이러한 아동복지예산이 주요 대상자인 아동의 욕구에 기반하기보다는 기초자치단체의 정치적, 재정적 여건에 따라 결정되고 있음을 의미한다. 이와 같은 연구결과에 따라 지방정부의 재정적 여건을 개선하기 위한 방안을 제시하였다.

The purpose of this study is to explore the determinants of child welfare expenditures in local governments. For this, this study collected the financial data for child welfare budgets from 67 local governments in Seoul special city and 6 metropolitan cities from 2010 to 2014. The pooled cross-sectional time-series regression (TSCSREG) was adopted for the analysis. The results showed that the level of child welfare expenditures per child in local governments were relatively very low and were shown great variation between governments. In addition, looking the determinants of child welfare expenditures, the most important factors were political competition during election periods, fiscal autonomy in local governments, and the level of financial supports from central governments. In other words, the child welfare expenditures were not based on the need of children but depended on the political competition and financial abilities in local governments.Based on the results, several policy alternatives to improve financial abilities in local governments were suggested
