주민참여예산제도의 정책확산에 관한 연구: 사건사분석 모형을 중심으로

Abstract

주민참여예산제도는 지방정부가 선도적으로 정책을 도입하였고, 주민자치의 우수사례로서 타 지방정부에 전파된 제도로서 재정분야의 대표적인 정책확산 사례이다. 본 연구에서는 지방정부가 주민참여예산제도를 채택한 것이 정책확산이론의 관점으로 설명할 수 있는지에 대하여 분석하고, 사건사분석을 통해 주민참여예산제도의 확산 메커니즘이 외부적인 요인에 있는지, 내부적인 요인에 의한 것인지를 분석하였다. 정책확산이론의 관점으로 설명할 수 있는가를 분석한 결과에서, 주민참여예산제도의 확산은 정책확산의 현상적 특성인 시간적 차원의 특성, 공간적 차원의 특성, 내용적 차원의 특성을 만족하고 있었다. 사건사분석결과는 다음과 같다. 첫째, 외부적 요인으로서 정책을 먼저 도입한 인접자치단체의 수적 증가와 국가의 제도도입압력이 지방정부의 정책채택에 영향을 미치는 것으로 나타났다. 따라서 정책채택에 모방과 압력 메커니즘이 작용하는 것으로 파악되었다. 둘째, 내부적 요인인 전년도 재정자립도와 단체장의 정치성향이 정책채택에 영향을 미치는 것으로 나타나 합리주의 메커니즘도 작용하는 것을 확인할 수 있었다. 셋째, 제도도입 후 실제 운영과정에는 전년도 노인인구비율과 단체장선거시기, 단체장의 정치성향, 지방의회의 정치성향이 영향을 미쳐 내부적 요인에 의한 합리주의 메커니즘이 강하게 작용하는 것을 확인할 수 있었다.

As a case of pacesetting policy introduction at local government and a brilliant practice of citizen autonomy propagating throughout other local government, the participatory budgeting is representative policy diffusion case on public finance section. This study analyzes this case in two-level approach. The first stage is an identification of description possibility to perspective of policy diffusion. The second is demonstration to diffusion mechanism through event history analysis(EHA). The analysis result to the first stage satisfies phenomenalizing characteristics of policy diffusion : S-shaped pattern, geographical clustering, and diversity amid commonality. The EHA to the case has three results. The first, as external policy adoption factor, the mimicry and pressure mechanism like pre-adoption figure & national pressure have an effect to local government’s policy choice. The second, as internal policy adoption factor, the rationalistic mechanism like fiscal self-reliance ratio & political tendency has an effect, too. Finally, whether running policy or not after adoption is strongly influenced by the rationalistic consideration.
