연합 형성과 중견국 외교: 믹타(MIKTA)의 사례

Abstract

이 글은 21세기 세계질서의 변화의 성격이 중견국에 미치는 영향을 검토하고 이를 바탕으로 한국 의 중견국 외교를 연합형성의 관점에서 검토하는 데 목적이 있다. 21세기 세계정치는 세력분포의 변화에 의해 구동되는 전통적 성격을 띠는 한편, 다양한 행위자들의 등장과 이슈영역의 연계와 복합 화에 의해 네트워크적 제도로 진화해 가고 있는 복합적 성격을 띠고 있다. 세력전이와 세력확산의 동시 진행은 세계정치의 불확실성을 크게 증대하는 결과를 초래할 가능성이 있는 반면, 중견국의 관 점에서볼때연합형성의범위가확대될수있음을의미한다. 이연구는특히중견국으로한국이새 롭게시도하고있는믹타외교를연합형성의관점에서검토하고자한다. 이를위해이연구에서중 견국들이추구한연합형성의토대는원칙과방식면에서(1) 이익과규범그리고(2) 개별쟁점과 포괄적 쟁점으로 구분한다. 연합 형성의 관점에서 볼 때, 믹타는 기존 중견국들의 연합 형성 전략과 차별적이다. 즉, 믹타는 참여국들 사이의 공통성보다는 다양성, 강한 연결보다는 약한 연결에 기반하 고 있다는 특징을 갖는다.

This study aims to explore the primary nature of changes in global governance and their impact on middle power diplomacy. Simultaneous development of power transition and power diffusion is the defining feature of world politics of the 21st century, facilitating issue linkages and complexity. Whereas power transition and power shift dramatically increase uncertainties in world politics, they also provide middle powers with opportunities to expand the scope of coalition. Based on this premise, I particularly examine MIKTA, mainly in terms of coalition diplomacy. From the perspective of coalition building, MIKTA is distinctive from traditional middle powers, because it is based on diversity and weak ties instead of commonalities and strong ties.
