지방재정과 교육재정의 연계와 지역 간 재원배분에 관한 종합적 분석

| dc.description.abstract | 이 논문은 중앙정부, 지방자치단체 및 교육자치단체의 재정수입 관련 정책이 해당 지역의 지방자치단체 및 교육자치단체, 그리고 다른 지역의 지방자치단체와 교육자치단체에 미치는 재원 재분배 효과를 종합적으로 분석한다. 먼저 보통교부세와 보통교부금제도를 이용하여 중앙정부, 지방자치단체, 교육자치단체의 정부 간 재정관계를 모형화한다. 이 모형을 이용하여 지방자치단체가 보통세를 확충하거나 교육자치단체에 대한 보통세 이전비율을 인상할 때 해당 지역 및 다른 지역의 지방자치단체와 교육자치단체의 재원에 미치는 변화크기를 제시한다. 이 크기를 결정할 때 보통교부세의 재정부족액에 대한 상대적 비중, 그리고 보통교부금의 기준재정수요액에 대한 상대적 비중이 중요한 역할을 수행함을 밝힌다. 이와 함께 학교용지부담금 인상 및 교육자치단체의 입학금･수업료 인상, 그리고 보통교부금의 기준재정수입액 산정에서 입학금･수업료의 반영비율 변화가 초래하는 각 지방자치단체와 교육자치단체의 재원변화를 분석한다. 마지막으로 그 분석결과를 이용하여 지방자치단체의 자체재원 유인효과와 재정형평화에 대한 정책적 시사점을 제공한다. | - |
