후발주자의 추격과 추락: 중국 굴삭기 시장에서의 기회의 창과 중국과 한국의 전략적 대응에 관한 연구

Abstract

본 연구에서는 중국 굴삭기 시장에서 발생한 중국의 추격과 우리나라의 추락의 원인과 그 과정을 추격 사이클 이론에서 제시한 세 가지 기회의 창, 즉 기술적 기회의 창, 수요적 기회의 창, 그리고 정책․제도적 기회의 창과 이에 대한 우리나라와 중국 굴삭기 산업의 전략적 대응 간 결합을 통해 고찰하였다. 먼저 기술적 기회의 창 관점에서는 굴삭기 아키텍처의 모듈화가 중국 굴삭기 산업의 완제품 생산에 필요한 기술적 지식의 장벽을 낮추고, 기술 학습 속도를 높이는데 긍정적인 영향을 미침으로써 중국 굴삭기 산업의 추격에 긍정적인 영향을 미친 것으로 나타났다. 한편 중국 정부의 수요산업(토목․건설업) 육성 정책과 핵심 부품의 수입 관세 철폐, 부가가치세 면제, 범용 부품 표준화 정책과 같은 정책․제도적 기회의 창과 이에 대한 중국의 적극적 대응 또한 빠른 시장 점유율 추격에 긍정적인 영향을 미침을 확인하였다. 이와 같은 기술적․정책적 기회의 창을 적극 활용함으로써 중국 굴삭기 산업은 제품 성능 개선과 높은 가격, 그리고 원가절감을 통한 뛰어난 수익성을 동시에 달성할 수 있었다. 마지막으로 수요적 기회의 창의 관점에서는 중국의 경제 성장에 따른 굴삭기 수요의 2010년 이후 미니․소형 세분시장의 급속한 확대에 대한 중국의 빠른 대응이 시장 점유율 추격에 큰 영향을 미침을 발견하였다. 반면 우리나라는 아키텍처의 모듈화의 파급력을 간과한 채 배타적․수직 통합적 공급사슬관리에 주력하였으며, 낮은 수익성 우려, 그리고 기존 전략에 대한 관성으로 인해 새로운 미니․소형 세분시장에 대해 효과적으로 대응하지 못함으로서 중국에 추격을 허용하고 시장 점유율 추락에 직면하게 되었다. 본 연구는 추격 사이클 이론에 대한 새로운 실증을 제시함으로써 본 이론의 발전에 기여할 것으로 기대된다. 또한 본 연구는 후발국의 추격에 직면하였거나 이미 주도권을 넘겨준 우리나라 제조업의 위기 극복 및 지속가능한 성장을 위한 전략과 정책 수립의 중요한 지침으로 활용될 것으로 기대된다.

Why Korea has faced a sharp decrease in market share, in other words, falliing behind and by contrast, how China has achieved a rapid growth of market share, in other words, catch-up in the Chinese excavator market? This study utilize ‘catch-up cycle’ theory that consists of the combinations of three windows of opportunity, which are technological, demand, or policy and institutional and the strategic responses of the firm and industries to investigate the question. We found that Chinese excavator industry achieved successful catch-up by strategically responding the opening of the windows of opportunity, such as modularization of the excavator architecture (technology), policy support by Chinese government includes the nurture of the construction sector, the elimination of import duties on core parts, and local-standardization of peripheral parts (policy-institutional), and the radical growth of mini and small excavator segment (demand). Meanwhile, Korean excavator industry fell into an inertia originated from the existing successful strategy and thus, it underestimated the impact of modularization of the architecture and focused on the existing segment such as midium and large excavator. Eventually, the Korean has fallen behind from the market. Our findings contribute to the development of ‘catch-up cycle’ theory as well as provide initial guidelines for strategies and policies settings to overcome the crisis of industry due to the fast catch-up of China and other latecomers in various manufacturing sectors of Korea.
