일대일로, PGII, 글로벌 게이트웨이: 중국과 서방의 개도국 개발 프로그램들과 한국의 대응방안

Abstract

중국의 ‘일대일로 구상’이 ‘작고 아름다운’ 프로젝트를 수행하는 방향으로 전환하고 있다. 그 이유는 외부 여론에 대한 대응과 국제 금융환경의변화, 중국의 투자여력 약화, 중국의 부채 증가 등이다. 일대일로에 대응하기 위해 미국은 PGII(B3W)를 G7에 제안했고, EU는 글로벌 게이트웨이를 발표했다. 서방의 인프라 계획들은 민주주의의 함정, 중국과의 차별성, 원조자금 집행의 비효율성과 같은 문제를 안고 있다. 개도국 인프라 수요를 감안하면 중국과 서방의 계획들은 구축작용(Crowd-Out) 보다는 상승작용(Crowd-In)을 일으킬 것으로 보인다. 앞으로 병존할 세 계획의 특징들은 다음과 같다. 투자분야는 디지털ㆍ에너지ㆍ교통ㆍ보건 등으로 대동소이하다. 대상지역 역시 중첩되나 EU는 아프리카를, 중국은 아시아를 우선시할 것으로 보인다. 대상국의 거버넌스나 재정상태에 대해 서방의 요구수준은 높고, 중국은 높아지고 있다. 중국은 신속하고 효과적인 인프라를 구축한다는 장점이 있는 반면 그 과정에서 소외계층을 낳는다. 서방은더 포용적인 결과물을 내놓지만 그 과정에서 비용과 시간을 소모한다. 서방의 비구속ㆍ현지물자조달 원칙은 효율성과 이익 도모를 위해 약화될 것으로 보인다. 한국은 국제 개발원조의 규칙과 공여국의 행태를 참고하여우리의 실익을 도모하는 방향으로 새로운 對개도국 전략을 수립해야 한다. 또한 이를 위해서는 높은 수준의 인프라 표준을 표방하는 블루닷네트워크에 대해 신중히 접근해야 한다.

China has changed BRI so as to perform ‘small and beautiful’ projects. This change was caused by the hostile opinions of the world, international finance environments, weakened China’s investment potentials and increase of China’s debts. To counter BRI, US has proposed B3W to G7 and EU has announced Global Gateway. These Western infrastructure programs could show trap of democracy, unclear distinction to China and inefficiency of implementation. Considering the huge demand of developing world’s infrastructures, Chinese and Western programs are expected to have Crowd-in effect rather than Crowd-Out. The three programs have similar investment field – digital, energy, transportation and health. Target regions are overlapped with emphasis on Asia by China, Africa and Eastern Europe by EU. In the requirements on recipients’ governance and fiscal health, Western programs maintain high ones while BRI is becoming higher. China build fast and effectively but with the discouraged people or region. The West tend to make more inclusive results but with consuming more time and resources. 'Untied' and 'local contents', among other aid principles by OECD, will be weakened as the West began to persue efficiency and their own interests. South Korea has to establish a new development cooperation program for the developing countries. The program must be balanced between the OECD rules, the behaviors of donors. For doing so, a cautious approach is required toward Blue Dot Network.
