일본의 ‘자유롭고 열린 인도･태평양’(FOIP) 구상하의 ‘한국 패싱’론 분석 ― 일본･한국, 일본･호주, 일본･인도 안보 교류실적 비교 분석을 중심으로 ―

Abstract

자유 민주주의, 법의 지배, 시장 경제 등의 기본적 가치를 지지하는 ‘자유롭고 열린 인도 태평양(Free and Open Indo-Pacific: FOIP)’ 개념은 2015년 이후 일본 외교 전략의 중요한 기준점이 되고 있다. 그러나 일본의 FOIP 구상이 본격화되면서, 한국은 일본과의 안보 협력 대상 순위에서 하락하는 동시에, 한･일은 저조한 안보 협력 실적을 보여주었다. 이러한 현상은 일본의 ‘한국 패싱’ 론을 불러일으켰다. 그렇다면 이러한 ‘한국 패싱’ 론은 실증가능한 주장인가? 본 논문에서는 위 질문에 대해 일본･한국, 일본･호주, 일본･인도의 안보 교류를 비교 분석하여 답하고자 한다. 분석 결과로서 본 논문이 제시하고자 하는 바는 첫째, 한국의 협력 대상으로서의 우선순위 하락과 한･일 안보협력 약화 현상은 일본의 FOIP 구상과 직접적으로 연관된다기보다, 한･일 간 역사 갈등이 원인이며, 이는 FOIP의 ‘가치외교’라는 측면과 맞물려 정당화되고 있다고 할 수 있다. 둘째, 일본 정부와 국민의 한국에 대한 인식- 한국은 국제법을 준수하지 않는, 인류 보편적 가치를 공유할 수 없는 국가- 라는 인식은 강화 되고 있으며, 이러한 인식은 앞으로 일본과의 관계 형성에 중요한 변수로 작용할 것으로 보인다. 마지막으로, 다자 교류의 경우 일본의 한국과의 교류실적은 인도 및 호주와 비교해 대등한 정도로 유지되고 있다. 즉 미국을 중심으로하는 다자 협력이 지속되고 있다는 점을 고려할 때 한일 간의 소통과 교류가 심각한 정체상태라고 보기는 어려우며 향후 탄력성을 가지고 회복될 여지가 있어 보인다.

The concept of Free and Open Indo-Pacific (FOIP), which supports basic values such as liberal democracy, rule of law, and market economy has become an important yardstick in Japan's diplomacy. However, as the Indo-Pacific strategy began in earnest, the relative importance of South Korea as a partner of Japan's security cooperation diminished. This raised a suspicion that Japan engaged intentionally in “Korea passing.” The present study aims to verify this so-called “Korea passing” through comparison of Japan-Australia, Japan-India, and Japan-South Korea military exchanges. From the analysis, we reached to three conclusions. First, the declining importance of South Korea in Japan's security strategy is due more to the history conflicts, rather than linked to Japan's Indo-Pacific strategy. Such decline can be justified by the “value diplomacy” aspect of FOIP. Second, the perception of the Japanese government and the public toward South Korea,-which is South Korea cannot be seen as a nation that shares universal values, will serve as an important factor in the Japan-Korea relationship in the future. Third, from the perspective of multilateral exchange, South Korea is not marginalized. Considering the continuation of multilateral cooperation including the United States, there is a possibility that Japan-South Korea security relations will recover with resilience in the near future.
