대한체육회 회원종목단체의 굿 거버넌스 이행수준 비교분석: S4GG 굿 거버넌스 평가모델 적용

Abstract

본 연구는 S4GG(Sport 4(for) Good Governance) 굿 거버넌스 평가모델을 적용하여 대한체육회 회원종목단체의 굿 거버넌스 이행수준을 평가･비교하는데 주된 목적이 있다. 이를 위해 ‘체육단체 혁신평가’ 분류 기준을 차용하여 유목적 표집법을 통해 대한태권도협회(‘가’군), 대한민국농구협회(‘나’군), 대한양궁협회(‘다’군)를 연구대상으로 선정하였다. 3개 회원종목단체의 굿 거버넌스 이행수준을 평가한 결과, 5개 원칙, 14개 세부지표에 대한 유사점 및 차이점을 확인할 수 있었으며, 이를 통해 도출된 정책적 함의 및 시사점은 다음과 같다. 첫째, 3개 협회는 예･결산 및 재무 관련 자료를 홈페이지에 공개하여 행정의 투명성을 제고해야 한다. 둘째, 대한태권도협회는 타 협회의 사례를 참고하여 자체 ‘윤리강령’을 홈페이지에 공개하고, 모든 구성원이 이를 준수하도록 관리해야 한다. 셋째, 대한태권도협회와 대한민국농구협회는 대한양궁협회의 사례를 참고하여 이해당사자들의 참여 및 발언권을 보장하기 위한 시스템을 구축하고, 자유로운 의견 제시 및 비판적 요구를 수용할 수 있는 열린 소통 분위기를 조성해야 한다. 특히, 상대적으로 규모가 작은 대한양궁협회의 굿 거버넌스 이행수준이 전반적으로 우수하다는 점은 ‘가’, ‘나’군의 규모가 큰 회원종목단체에 시사하는 바가 크다고 할 수 있다.

The purpose of this study is not only to evaluate and compare the level of implementation of good governance by the national governing bodies of sport under the Korean Sport & Olympic Committee by applying S4GG(Sport 4(for) Good Governance) Model but also to derive policy implications for the implementation of good governance by them. The paper evaluates the level of implementation of good governance by the Korea Taekwondo Association(Group ‘가’), the Korea Basketball Association(Group ‘나’), and the Korea Archery Association(Group ‘다’). The three bodies of sport were selected as a subject of study for each evaluation group through a purposive sampling method by considering the criteria for classifying the evaluation group of “Sports Organization Innovation Evaluation”. The paper identifies similarities and differences in the evaluation results for five principles and 14 detailed indicators. The policy implications in terms of the similarities and differences are as follows. First, the three organizations should enhance administrative transparency by disclosing data related to budget and finance on their website. Second, the Korea Taekwondo Association should disclose its own “Code of Ethics” on its website and manage it so that all members comply with it. Third, the Korea Taekwondo Association and the Korea Basketball Association should establish a system to guarantee stakeholders’ participation and speaking rights by referring to the cases of the Korea Archery Association, and create an open communication atmosphere to freely present opinions and accept critical demands. In particular, the relatively small Korean Archery Association’s overall excellent level of implementation of good governance has great implications for large sporting organizations in the “A” and “B” groups.
