정부 공공기관 누리집 언어 실태 및 개선 방안 연구 -외래어 및 외국 글자 사용을 중심으로-

Abstract

이 연구는 정부 공공기관 누리집에서 사용하는 용어의 실태를 분석하고, 개선안을 제시하는 데 목적이 있다. 이를 위하여 중앙행정기관과 광역·기초 지방자치단체를 비롯한 중앙행정기관 소속기관, 특수법인, 교육청·교육지원청 등의 공공기관 1,000곳의 누리집 용어를 수집하여 살펴보았다. 분석 대상 누리집에서 외국 글자로 된 표현은 169개, 외래어 표현은 191개로 총 360개의 용어가 반복적으로 나타났다. 이 중에서 사용 빈도가 높지만 국민에게 친숙도가 낮아 어렵고 생소하게 느끼는 용어를 우선적 개선 대상으로 분류하여, 개선 대상 후보 목록 100개를 정리하였다. 개선 대상 후보 목록 100개를 바탕으로 다수의 정부 공공기관 누리집에 자주 쓰여 우선적으로 다듬을 필요가 있는 용어를 위주로 대체어를 마련하였다. 순화 이력이 없는 용어 중에서 사용 빈도가 높은 경우, 혹은 순화 이력이 있지만 기존의 대체어가 누리집에서의 사용 맥락에 맞지 않아 의미를 정확하게 전달하지 못하는 경우에 기존 순화어를 새로운 대체어로 바꾸거나 다른 용어를 추가하는 방식으로 대체어 목록을 정비하였다. 이러한 과정을 통해 본 연구는 최종적으로 ‘누리집 주요 개선 용어’ 목록 40개를 확정하였다.

This study investigates the terminology used on websites of government public institutions to analyze current practices and propose directions for enhancing public language use. We examined the terminology from 1,000 public entities, including central administrative agencies, local governments, affiliates, special corporations, and educational offices. Our analysis identified 360 terms that appeared repeatedly, with 169 written in foreign scripts and 191 in foreign words. And a list of 100 vocabulary words was selected for improvement based on frequency of use and familiarity. For these terms, we prepared alternative expressions, prioritizing those in common use across various government websites that required immediate refinement. Additionally, for terms lacking previous standardization, we developed substitutes that better fit the context and conveyed clearer meanings than existing alternatives. Consequently, we established a definitive list of 40 major alternative terms for languages ​​used in government public institutions.
