탈세계화 2.0을 둘러싼 최근 논의에 대한 비판적 검토: 슬로벌라이제이션과 탈세계화 담론을 중심으로

Abstract

트럼프 재집권 시기를 맞아, 탈세계화라는 경제 환경 변화는 해외 의존도가 높은 한국 경제에 경제, 정치⋅안보, 그리고 외교 분야에서 새로운 도전과 선택을 강요하고 있다. 따라서 이러한 환경 변화에 능동적으로 대응하기 위해서는 탈세계화 2.0에 대한 종합적인 이해가 필요하다. 이를 위하여 본 연구는 2008년 글로벌 금융위기 이후 본격화된 ‘탈세계화 2.0’ 현상과 이에 대한 최근 논의(슬로벌라이제이션과 탈세계화 담론 등)를 비판적으로 검토하였다. 세계화와 탈세계화가 반복되어 온 역사적 맥락에서 현재의 세계경제가 어디로 향하고 있는지, 그리고 미래에는 어떤 시나리오가 펼쳐질지에 대한 다양한 시각을 비교⋅분석하였다. 분석 결과, 경제 변수의 추세와 정책 및 정치적 지형의 변화에서 모든 국가가 일률적으로 탈세계화 추세를 보이는 것이 아니라, 국가별로 상이한 추세와 변화 방향이 감지되었다. 또한 앞으로 도래할 미래에 대해서도 네 가지 정도의 상이한 예측이 제시되고 있다. 이러한 탈세계화 관련 불확실성과 복잡성을 이해하기 위해서는 탈세계화 1.0을 연구한 경제사가의 문제의식과 연구 결과를 적극적으로 받아들여, 내재적 분석의 강조와 정치와 경제의 상호작용에 주목하는 정치경제학 혹은 국제정치경제학적 시각이 필요해 보인다.

With the return of the Trump administration, the economic shift toward deglobalization is posing new challenges and choices for the Korean economy—which is highly dependent on overseas markets—in the areas of economics, political security, and diplomacy. Therefore, a comprehensive understanding of Deglobalization 2.0 is essential to proactively respond to these changing circumstances. To this end, this study critically examines the phenomenon of ‘Deglobalization 2.0,’ which became prominent after the 2008 global financial crisis, as well as recent discussions on the topic (including slowbalization and deglobalization discourses). Within the historical context of repeated cycles of globalization and deglobalization, the study compares and analyzes various perspectives on the current direction of the world economy and possible future scenarios. The analysis reveals that, in terms of economic trends, policy, and political landscape, not all countries are experiencing deglobalization in a uniform manner; rather, different countries exhibit divergent trends and directions of change. Furthermore, four distinct scenarios are suggested regarding the future outlook. In order to understand the uncertainties and complexities associated with deglobalization, it is necessary to actively incorporate the insights and findings of economic historians who have studied Deglobalization 1.0. Emphasizing intrinsic analysis and focusing on the interaction between politics and economics from a political economy or international political economy perspective also appears to be essential.
