dc.description.abstractMany of the basins of Korea have steep slopes because their sizes are small, the lengths of waterways are short and they mostly consist of mountainous areas. In addition, due to the small water storage capacity of the soil, the basins are vulnerable to heavy rainfalls and a lot of rainwater flows into rivers in a short time. Besides these geographical and geological characteristics, the recent extreme weather events and rapid urbanization are causing flood damages that we never experienced before. In view of these situations, many problems are being found in existing flood control measures that focus on rivers and banks. To solve these problems, the Korean government is working on comprehensive flood control plans focused on basins. However, many experts point out that existing comprehensive basin flood control plans extremely depend on economic efficiency and flood control functions. For this reason, it is now needed to consider not only economic efficiency and flood control functions but also environment and policies for choosing optimum measures. To deal with this, various opinions need to be collected from the central and local governments, researchers, company officials and local residents. Optimum flood prevention measures will be devised through the collection of these people living in the basin area. This study developed and proposed a decision-making technique for devising structural flood prevention measures in the basin area by introducing not only existing economic efficiency and flood control functions but also policy decision-making elements. In addition, based on existing commercial programs, this study proposed effective and systematic flood prevention measures in the basin area by developing manuals that can be easily used by working-level officials.-
