IT산업에서의 연구개발비 지출구성과 연구개발보조금지원 효과간의 상관관계 분석

Abstract

2009년 현재 우리나라 총 연구개발비의 약 29%를 정부 및 공공부분이 부담하고 있다. OECD 가입국 및 중국의 경우도 예외가 아니어서 정부 및 공공부분의 연구개발비 분담비중이 미국 32.7%, 영국36.8%, 프랑스 41.5%, 일본 21.4% 그리고 중국 23.6%이다. 이러한 정부 및 공공부분의 노력은 다양한경로를 통하여 경제성장에 긍정적으로 기여하게 된다. 이에 본 연구는 2003~2007년 기간의「연구개발활동조사 보고서」를 이용하여 정부의 연구개발보조금 지급이 민간의 연구개발투자를 촉진하는지 아니면 구축하는지를 실증 분석하였다. 특히 기업의 연구개발비 지출구성과 정부의 연구개발보조금 지급효과간의 상관관계를 분석하였다. 분석결과 전자부품, 영상, 음향 및 통신제조업의 경우는 기초연구 및응용연구에 대한 지출비중이 높은 기업일수록 (혹은 자본적 지출에 대한 비중이 높을수록), 정부의 연구개발보조금 지급이 민간 기업의 연구개발 지출을 증가시키는 것으로 나타났다.

The share of government in the funding of R&D in 2009 was about 29% in Korea, 32.7% in the United States, 36.8% in the United Kingdom, 41.5% in France, 21.4% in Japan and 23.6% in China. Such an effort may have various effects on the dynamics of economic growth. This paper investigates the impact of government subsidy on business R&D expenditure using Survey of Research and Development in Korea over the period 2003~2007. Our research focus on the relationship between composition of business R&D spending and impact of government R&D support in IT industry. The empirical results show that the probability of complementary effects increases if the ratio of basic research payment (or capital expenditure) out of total business R&D expenditure is high.
