지방정부 공공체육시설 운영의 효율성 분석

Abstract

Municipal governments has enabled them to provide efficiently public service to local residents due to the introduction of local autonomy system. In particular, local governments have made an effort to carry out various policies and to allocate a lot of public money to public sport facilities, but have given little attention to efficient use and management of sport facilities. With regard to this problem, this study examined efficiency of public sport facilities in local governments. More specifically, the purpose of this article is to examine the efficiency of public sport facilities in local governments by Data Envelopment Analysis (DEA), using data acquired from 16 local governments in ChungNam province. For analysis information, input variance is population, rate of public sport facilities budget and financial independence rate. Output variance is number of public sport facilities and public sport facilities area per a head, The results of the study are summarized as follows: first, analysis showed that there was differential in efficiency about the management of public sport facilities in 6 local governments including Cheon-An city was efficiency; and second, it should be mentioned that some local governments such as Cheon-An and A-San cities should improve efficiency of input variance.
