세계 주요 지상파 방송사업자의 총요소생산성 비교

Abstract

본 연구는 세계 주요 민영 지상파 방송사의 총요소생산성 지수 측정을 통하여 우리나라의 민영 지상파 방송사업자의 위치를 가늠해 보고자 하였다. 이를 위하여 2001년부터 2007년까지의 OECD 10개국의 17개 주요 민영 지상파 방송사업자의 패널자료를 이용하여 확률변경분석(SFA) 방법을 이용하여 초월대수 확률 생산함수를 추정하였으며, 이를 바탕으로 기술적 효율성과 기술변화의 변화율을 측정한 후 총요소생산성 지수를 계측하였다. 주요 결과는 다음과 같다. 첫째, 분석대상 민영 지상파방송 사업자 대부분은 분석기간 중 총요소생산성의 증가를 보이고 있다. 총요소생산성의 증가는 주로 기술변화 증가에 기인하는 것으로 나타났다. 둘째, 우리나라의 MBC와 SBS의 총요소생산성 증가율은 분석대상 사업자 중 평균 정도로 나타났다. SBS의 총요소생산성 증가율은 1.4%, MBC의 경우 2.0%로 나타났다. 본 분석에 따르면 우리나라의 사업자들이 총요소생산성을 증가시키기 위하여는 향후 기술적 효율성을 개선할 필요가 있는 것으로 보인다. 한편 본 연구는 분석에 있어 산출물로서 매출액을 이용하였다는 한계점을 지니고 있음을 밝혀둔다.

This paper aims to measure the total factor productivity (TFP) of private terrestrial broadcasting companies in the world to compare Korean companies to others in OECD countries in terms of productivity. To achieve this, translog stochastic production functions were estimated using stochastic frontier analysis (SFA) methods for 17 private broadcasters from 10 OECD countries using data from 2001 to 2007. TFP for each company was calculated from the estimated 'technical efficiency' and 'technical change'. Major results are as follows: firstly, most of the private terrestrial broadcasting companies show the increase of their TFP. This increase turns out to come mostly from the increase of technical change. secondly, the growth rates of TFP for MBC and SBS turn out to be average among the sample. The figures are 2.0% for MBC and 1.4% for SBS. According to the analysis, for MBC and SBS to increase their TFP, they need to improve their technical efficiency. Lastly, as a shortcoming of this study, it should be mentioned that sales data instead of value-added data was used for the output data.
