국내외 서비스 아웃소싱이 숙련 및 저숙련 노동수요에 미치는 영향 비교분석

Abstract

서비스 아웃소싱이 글로벌화 하면서 해외 서비스 아웃소싱이 국내 노동시장에 미치는 영향이 중요한 정책이슈가 되고 있다. 서비스 아웃소싱이 노동수요에 미치는 영향은 산업과 노동의 숙련도별로 차이가 있다. 본 연구에서는 시스템 GMM 방법을 이용하여 한국의 제조업을 대상으로 국내외 서비스 아웃소싱이 숙련 노동과 저숙련 노동수요에 미치는 영향을 분석하였다. 분석의 결과는 첫째, 국내서비스 아웃소싱은 저숙련 노동 및 숙련 노동 수요 모두를 감소시키나, 숙련노동 수요의 감소가 저숙련 노동수요의 감소보다 1.6배 크다. 둘째, 해외아웃소싱은 국내서비스 아웃소싱의 효과와 큰 차이가 없다. 즉, 저숙련 노동에 비해서 고숙련 노동의 고용감소가 약 1.6에서 2배 가까이 크다는 점에서 국내서비스 아웃소싱의 효과와 유사하다. 셋째, 국내서비스 아웃소싱과 해외서비스 아웃소싱이 노동수요에 미치는 영향을 비교해보면, 해외서비스 아웃소싱이 국내서비스 아웃소싱보다 약 6배에서 7배정도 노동수요 감소효과가 크다. 이는 해외서비스 아웃소싱을 대체하는 국내 서비스산업의 발전이 아웃소싱으로 인한 노동수요 감소를 훨씬 더 완화시킬 수 있다는 점을 시사한다. 마지막으로 전체 노동자에서 차지하는 숙련노동의 비율에 대한 영향도 노동수요에 대한 영향과 유사하게 서비스 아웃소싱이 숙련노동의 비율에 음(-)의 영향을 주는 것으로 나타났다.

The effect of service outsourcing becomes an economic as well as a social issue as the outsourcing gets pervasive on the global market. Service outsourcing may have a different impact on the demand for skilled and unskilled labor by industry. We analyzed the labor demand effects of domestic service outsourcing and service offshoring(foreign service outsourcing) for both the skilled labor and the unskilled labor. We found that the labor demand reducing effect of the domestic service outsourcing is 1.6 times more severe for the skilled than the unskilled. Service offshoring has the similar negative effect, i.e. more severe negative effect for the skilled than the unskilled, as domestic service outsourcing. Meanwhile, the labor demand reducing impact of service offshoring is six times more serious than that of domestic service outsourcing. This fact suggests that the development of domestic service industry substituting for service offshoring is able to much lighten the labor demand reducing effect. Finally, The impact to the skilled to total labor ratio is also similar to the outsourcing effect to the labor demand.
