Abstract
Most urban development projects have proceeded with land use change which accompanies with development gain in most cases. In order to collect development gain, there have been used various taxation and land donation systems. However, these redemption systems of development benefit are not consistently correlated with each other between central and local governments. For example, the redemption of Seoul government is not collaterally related with development charge of the central. Hence, this research attempts to figure out what level of land donation standard is appropriate for the redemption of development benefit in effectiveness and equity terms. In order to do so, first we examines what differences exist among the various central and local land donation standards for development gain. Upon the results, we have tested Seoul land donation standard which currently adopted in most development projects, using Special Planning Areas in District Unit Plan Areas for the pilot study. The test is processed through the comparison of land donation standards in terms of area, ratio, and money value. Through the in-depth study, it enables us to suggest that the Seoul land donation standard was rationally well designed to measure the development gain with three-dimensional floor area ratio. However, the 60% redemption of increased floor area ratio is too much to collect development gain from the development projects. The ratio could be successful when it is less than 50% for the society of equity and effectiveness. The ratio asks for much more in-depth research on that field.
