- Abstract
- 1991년 12월 북한은 최초의 경제특구로 ‘나진⋅선봉 자유경제무역지대’를발표하였다. 2002년 이어서 북한은 신의주와 금강산과 개성을 경제특구로 지정하였다. 그러나 현재 4개의 경제특구는 모두 중단된 상태이다. 반면에 중국의경제특구정책은 매우 성공적이어서 중국의 고속경제성장의 근간을 이루었다. 본 논문은 북한의 경제특구정책에 대한 종합적인 이해, 북한 경제특구정책의 영향을 주었던 중국 경제특구정책에 대한 분석, 중국 경제특구정책과 북한경제특구정책에 대한 비교분석을 통한 각각의 성공요인과 실패요인에 대한 고찰하고 있다. 본 연구에서는 북한과 중국의 경제특구 진행과정과 결과를 실제적인 사례와분석 자료를 중심으로 비교하였다. 또한 각 나라의 20여년 경제특구정책의 성과를 비교하여 평가하였다. 끝으로 본 연구는 향후 남북한 경제협력과 최근 북⋅중 국경지역에서 진행되고 있는 중국 주도하의 나진⋅선봉 경제특구개발정책에 대한 시사점을 제시하고 있다.
