Abstract
The preparation and the process of the first expedition to Monggol by Emperor K'anghsi in 1696 may help understanding military tactics, strategies and viewpoint to foreign countries of the Qing Dynasty of Emperor Yungcheng and Emperor Ch'ienlung. The first ruling of Monggol by K'anghsi for 98 days marked fortunate victory at the Joo Modo battle but this led inevitable changes in the policies against Juungar Monggol due to difficult supplies in long-distance meadows and unfavorable geographic conditions. It was impossible to fight against Mongol troops by traveling long distances without solving supply and communication issues and it was assumed that the lessons from the conditions let Yungcheng and Ch'ienlung establish military cities including Barkul, Hami and Uliyasutai for supply hubs. Then, Ch'ienlung conquered Xinjiang and migrated races in the northeast region including Chakhar Monggol, Sibe and Daghur to reclaim garrison farms, build pasturages to protect the region and manage it through the military posts. These are the policies against invasions from the northwest region and may be considered to be based on the results of the first ruling of Monggol by K'anghsi.
