Abstract
Since the Korean economy has slowed down and housing welfare resources are not secure enough, neglected members of society must be provided with fine quality public rental housing. This study analyzes the characteristics of residents in National Rental Housing and 50-year Public Rental Housing in Seoul, Korea, with similar supply areas(84㎡), rent periods, and demographic characteristics. To estimate the housing demand function, the authors segmented the total income and ages in households as the inflection point, by using the Spline regression model. The use level of National Rental Housing increases at the ages of 40~60; that of 50-year Public Rental Housing increases at the age of 60. In regards to tenants’ incomes, the total household income of 50-year Public Rental Housing is significant, approximately KRW50million. That of National Rental Housing is within KRW20millions. It seems that the political policies in the city of Seoul, such as the specific move-in qualifications for public rental housing, leads to consumption of this type of housing by deserving households. The result shows that the demand for National Rental Housing in four Gangnam districts is increasing, despite the high cost, which is a huge burden for the young residents in those districts. This study is meaningful, in that it shows that differentiated political policies are necessary for the residents, depending on their income level, age group, and local housing prices.
