- Abstract
- 제조물책임법 및 실화 책임에 관한 법률 개정, 화재감식평가기사 자격제도의 시행 등 화재분야의 변화는 현재 화재감식체계의 개선을 필요로 한다. 따라서 본 연구에서는 국내외 화재조사체계를 비교⋅분석하여 문제점 및 개선방안을 제시하려고 한다. 화재조사교육훈련의 실무교육 확대와, 전담인력의 보강, 전문인력 확충하여 화재조사 전문인력을 보강한다. 전문보직관리제 시행과 화재조사 자격증소지자에 대한 인사상 우대 및 인센티브를 부여하여 자격증제도와 업무와의 연계를 도모하고, 화재감식 평가기사 상위 등급 자격제 도입으로 자격별 역할을 분할한다. 화재조사에 관한 법률을 개정하여 소방의 화재조사 권한강화 및 소방⋅경찰간 협조체계를 구축한다.
