박근혜탄핵 촛불집회의 정치 참여 유형: 혁명인가, 정치적 항의인가?

Abstract

대규모 시민이 참여한 정치 현상으로서 박근혜탄핵 촛불집회의 성격 규정에 있어 혁명론과 대의민주주의 체제의 정치 참여로 해석하는 입장이 각기 존재하고있다. 이 성격 규정은 단순한 레토릭의 문제가 아니라 촛불 집회 그 자체와 이후의 정치 개혁을 평가하는 근거가 된다는 점에서 중요한 의미를 가진다. 혁명과 정치 참여에 대한 이론적 논의를 바탕으로 집회를 관통한 핵심 요구 사항의 제도적 정합성 및 집회 과정의 특징인 합법성과 비폭력성, 요구의 목적과 방법 등을 검토해볼 때, 박근혜탄핵 촛불집회는 체제의 근본적 변혁을 요구한 혁명이라기보다는 대의민주주의 체제의 정상적 작동을 요구하는 정치적 항의로 규정하는 것이 보다 적절하다. 아울러 참여자 개인의 행동과 집회의 진행 양상을 볼때 박근혜탄핵 촛불집회의 정치 참여 유형은 탈대의적 합법형으로 유형화할 수있다.

As a political phenomenon involving a large number of citizens, there are a lot of arguments about the character of the candlelight rallies for the impeachment Park Geun Hye. Some define it as a kind of revolution but another regard it as the political participation guaranteed by the representative democracy system. Defining character of it is very important in that it is not just a matter of rhetoric but a touchstone for evaluating state of affairs after candlelight rallies. Considering based on the theoretical discussions of revolution and political participation, it is more appropriate to define it as a type of political protest that requires normal operation of representative system than a revolution which demanding a fundamental transformation of the regime since the purpose, demands, lawfulness and nonviolence that characterize the rallies. In view of the participants’ behavior and the process of the rally, it can be classified as a political protest of extra-representational legal type.
