정치적 자원과 국무총리의 권한 및 역할의 변동

Abstract

한국 헌정사에서 59년간 국무총리는 행정부의 제2인자이자 국회에 대한 행정부의 대표로서 존재해 왔다. 이처럼 오랫동안 시행되어 왔고 권력구조에서 중요한 위치를 차지하고 있음에도 불구하고 국무총리제의 존재 가치에 대한 의문이 항상적으로 제기되고 권력 변동기마다 국무총리제의 활용에 대한 논란이 있는 것이 현실이다. 이는 국무총리 권한과 역할의 모호성 및 변동성에 기인한다. 이 논문은 국무총리의 권한과 역할 변동의 원인을 대통령과 국무총리가 보유한 정치적 자원과 국무총리의 개인적 자원 및 제도적 자원의 배치와 활용에 있음을 주장하고 있다. 이 시각에서 볼 때, 국무총리의 역할과 권한을 결정하는 핵심적인 자원은 대통령과 국무총리의 정치적 자원이다. 양자의 정치적 자원이 국무총리의 권한 및 역할의 기본 구조를 형성하며 양자의 강약 교차에 따라 국무총리의 유형을 순응형, 소신형, 관리형, 분담형으로 구분하여 제시할 수 있다. 국무총리의 개인적, 제도적 자원은 정치적 자원이 형성해 놓은 구조적 유형내에서 국무총리의 권한과 역할을 미시적으로 변동시키는 변수가 된다.

For fifty-nine years of korean constitutional history from 1948, the prime minister of korea has been the administration’s second-in-command and representative to the National Assembly. Despite it has been kept during such a long time and occupies an important position in the government and political system, there are many controversies yet about the meaning of existence of prime minister system and about its power and role. These arguments are mostly caused by the ambiguity and variability of its power and role This paper argue that some arrangements of political resources held by the president and the prime minister’s personal resources, institutional resources and political resources change the power and role of prime minister in korea. From this perspective, the core factors changing the power and role of the prime minister are political resources of two. Correlation of their political resources form the basic structure of change and make four ideal types of prime minister in korea; conformer, self-reliance, caretaker and partaker. The other two resources of the prime minister make small variation only in the structure.
