- Abstract
- 본 연구의 목표는 공직자의 관점에서 적극행정 활성화 정책을 진단하고 정책적 시사점을 제시하는 것이다. 2019년 이후 현 정부에서 본격적으로 추진된 적극행정 활성화 정책을 행정부와 감사원으로 구분하여 설명하고 분석하였다. 이를 통해 공직자의 관점에서 정책적 미비점을 진단하고 이를 개선하기 위한 정책방향을 제시하였다. 연구 결과, 적극행정에 대한 인식과 제도에 대한 이해가 여전히 충분하지 못하고, 적극행정지원제도의 성과도 개선의 여지가 있었으며, 상대적으로 기반이 취약한 지방 및 공공기관의 제도운영에 문제가 있음을 지적하였다. 제도 개선을 위한 정책방향으로서 적극행정 인식을 제고하기 위한 인센티브 확대 및 감사관행 개선, 적극행정 지원제도 내실화를 위한 교육･홍보 및 규정 개선, 지방 및 공공기관의 제도운영 활성화를 위한 적극적인 지원을 제안하였다.
