Abstract
(Purpose) This study aims to examine the differences in organizational autonomy and accountability and their impact on individual perceptions of organizational effectiveness in the provision of public services for youth policy. Additionally, it investigates how public service motivation varies across these organizations. (Design/methodology/approach) This study conducted a survey and got data from 319 employees. To test the research hypotheses, path coefficients were presented by regression. (Findings) The analysis reveals that regardless of the operational mode in youth service provision, "financial autonomy" is found to contribute to organizational performance in the autonomy aspect, while "professional accountability" plays a crucial role in the accountability aspect. In the case of delegation-based agencies, "political accountability" is identified as an additional important factor, whereas in the case of private outsourcing, the role of "strategic autonomy" in organizational performance is highlighted. (Research implications or Originality) (Research implications or Originality) Through this study, it has been demonstrated that the existential nature of the delivering entity in local public services (i.e., whether it is performed directly by the government or outsourced) exhibits some differences in terms of organizational management characteristics of autonomy and accountability.
