지역활성화를 위한 도시계획시설의 지불의사와 조성요구도 분석 -고창 복분자 유원지를 중심으로-

Abstract

본 연구는 토지수용 및 도시개발의 목적으로 유원지를 조성한 후 유원지로서의 기능성을 상실하고 활성화되지 않은 유원지의 재생적 측면을 고찰 하였다. 시설의 노후화와 활성화를 위해 보수 및 추가조성이 필요함에도 불구하고 경제성이 부족하여 투자 및 예산투입이 어려운 상황에서 공공성과 경제성의 적절한 균형적 정책의사결정을 위한 개발가치 및 조성방향의 요구도를 파악하고자 하였다. 유원지는 문화⋅사회적 가치를 포함하며 공공성이 강조되는 다양한 환경적 편익을 제공함에도 관광객유치를 통한 지역활성화 측면의 경제성이 요구되기도 한다. 본 논문에서는 조성 후 방치되고 활성화되지 않아 노후화 등으로 관리운영 대책과 추가 조성의 필요성이 제기되고 있는 고창복분자 유원지를 대상으로 실증분석하였다. 유원지의 조성요구도 및 조성효과 분석을 통해 복분자 유원지의 개발 방향에 대한 학술적⋅실무적 시사점을 도출할 수 있었다. 또한, 테마파크화 조성사업에 대한 조건부 가치측정법을 적용하여 고창군민의 지불의사(willingness to pay, WTP)를 측정하였다. 분석결과 모수추정법에 의하면 고창군 복분자유원지 조성과 운영⋅관리를 위한 세금의 WTP는 평균 5,000의 지불의사와 매회 입장료에 대한 지불의사는 4,000원으로 분석되었다. 이러한 결과들은 향후 공공성이 강조되는 유사한 사례의 지역개발사업에 대한 비시장재의 편익항목으로 고려될 수 있을 것이다.

This study examined the regenerative aspects of amusement parks that lost their functionality as amusement parks and were not activated after creating amusement parks for the purpose of land expropriation and urban development. In a situation where investment and budget investment are difficult due to lack of economic feasibility despite the need for repair and additional construction to aging and revitalize facilities, the need for development value and direction of creation was sought. Although amusement parks include cultural and social values and provide various environmental benefits that emphasize publicity, economic feasibility in terms of regional revitalization by attracting tourists is also required. In this paper, an empirical analysis was conducted on Gochang Bokbunja Amusement Park, where the need for management and operation measures and additional creation were raised due to aging as it was neglected and not activated after construction. Academic and practical implications for the development direction of the Bokbunja Amusement Park could be derived through the analysis of the demand for the creation and the effect of the amusement park. In addition, a conditional value measurement method for the theme park development project was applied to measure the willingness to pay (WTP) of Gochang County residents. According to the parameter estimation method, the WTP of taxes for the creation, operation, and management of the Raspberry amusement park in Gochang-gun averaged 5,000 won and 4,000 won for each admission fee. These results can be considered as benefits items for non-market goods for regional development projects in similar cases where publicity is emphasized in the future.
