- Abstract
- 이 연구는 정치모형에 입각해 한국의 자치단체 통합을 분석한다. 정치모형에 따르면, 자치단체 통합은 본질적으로 사회문제를 해결하기 위한 합리적 의사결정의 결과가 아니라 정치적, 경제적, 사회적 이익을 획득하고자하는 사회세력이 주도하는 정치게임의 성격이 더 강하다. 따라서 통합을 적절히 이해하기 위해“누가 무엇을 언제 어떻게 획득하는지”에 대한 정치적 분석이 중요하다. 분석결과를 요약하면, 한국에서 통합의 주도세력인 국회의원들이 통합을 추진한 핵심 동기는 자신들과 정치적 경쟁관계에 있는 단체장을 정치판에서 무력화하거나거세함으로써 지역맹주로서 정치적 기득권을 유지하는 데 있다. 따라서 통합의 공식목표인 행정능률성 향상이나 지역경쟁력 강화는 애초부터 실현되기 어려운 약속이었다. 현재와 비슷한 제도적 조건 하에서 성사된 30개의 통합시를 대상으로 시군통합의 효과를 따져 본 후 부정적 결론에 이른 많은 경험적 연구들은 이러한 결론의타당성을 지지한다.
This paper analyses local government consolidation efforts in Korea with a political model of consolidation as its analytic framework. The political model of consolidation posits that consolidation is not a result of rational decision making to resolve social problems. Rather, it is closer to a political game to procure selective gains by proponents of consolidation. Accordingly, to understand consolidation adequately, a political analysis of “who gets what, how and when” is required. Summarizing the conclusions of this thesis: the leading proponents of local government consolidation in Korea are the elected members of the National Assembly, especially since the launch of local-autonomy institutions. Their primary motive in promoting consolidation has been to weaken and root out the elected mayors from the political stage. In Korea, the mayors tend to be regarded by the members of the National Assembly as their political rivals, competing on the same political turf for supremacy in local areas. Consolidation provides the members with an efficient path to incapacitate or eliminate their political rivals. Since consolidations in Korea are driven by such a political motive it is highly expected that a political model will predict that the proclaimed and promised goals of consolidation, such as efficiency and local competitiveness, are unmet. This expectation is supported by many empirical analyses to examine the effects of consolidation and reach the negative conclusion of “no significant effects” over the 30 local governments consolidated in 1999, just before the institutionalization of local autonomy.
