한국과 일본의 사회적경제 - 사회적기업과 협동조합 -

Abstract

이 논문은 한국과 일본에 있어서 사회적경제의 정책, 법제도적 기반, 그리고 향후 과제에 대해서 논의한 것이다. 한국에 비해 일본은 정책적 지원, 법제도적 정비라는 차원에서 본다면 이 영역의 발달은 느리다. 그러나 현장에서 운동의 경험과 실적은 월등히 뛰어나다. 한국에서 필요한 것은 정부지원에 있는 것이 아니라 현장의 힘을 강화하는 것이며, 일본에게 필요한 것은 이미 강하게 형성되어 있는 현장의 힘을 제대로 법적, 정책적으로 제도화시키는 것이다. 서로의 강점을 서로 공유하는 것, 그리고 그 기반 위에서 새로운 협력 안건을 모색하는 것, 그것이 필요한 시점이다.

The purpose of this thesis is to discuss the Social Economy of Korea and Japan; the policies, legal institutions, and future tasks. Compared to Korea, Japan’s policies and legal schemes are not well-developed even though the actual movements are strong. Cooperation between Korea and Japan would benefit from contributions in areas of respective strength, in particular those of policy making systems and actual field activities. Cooperation in these areas would form the new basis for the two countries’ future cooperation.
