4차 산업혁명 요소 기술을 통해 대응 가능한 서울시 도시문제 및 이슈 도출 - 텍스트 마이닝 분석과 델파이 조사의 적용을 중심으로 -

Abstract

이 연구는 서울시 민원자료와 관련 기사를 대상으로 텍스트마이닝 분석을 수행하고, 전문가 30명을 대상으로 델파이 조사를 실시하여 향후 4차 산업혁명 요소기술을 활용해 대응할 수 있는 서울시 도시문제와 이슈를 발굴하였다. 또한, 이 연구에서 도출한 서울시 도시문제와 이슈 70건을 대상으로, 중요성과 4차 산업혁명 요소기술의 적용가능성, 문제해결의 실현가능성을 평가하였다. 이 결과를 바탕으로 서울시 도시문제와 이슈를 일곱 가지 유형으로 구분하였으며, 구분된 결과를 통해 정책적인 측면에서 전략적으로 접근해야 하는 도시문제 및 이슈와 문제해결 가능성이 낮아 장기적으로 접근해야 하는 도시문제 및 이슈를 제시하였다. 이 연구의 결과는 도시민들이 일상생활에서 느끼는 불편사항이나 요청사항을 제기한 민원과 언론에서 보도하는 도시문제 및 이슈, 그리고 전문가들이 생각하는 도시문제 및 이슈를 모두 종합하였다는 점에서 정책적 시사점을 가지며, 4차 산업혁명 요소기술이 도시문제 및 이슈를 해결하기 위해 적용되는데 기여할 것으로 판단된다. 나아가, 도시문제 및 이슈를 해결하기 위해 4차 산업혁명 요소기술을 적용할 때 중점적으로 고려해야 하는 측면을 제시하였다.

This study conducted the text mining analysis on civil complaints and the articles related to Seoul, and implemented the delphi survey of 30 professionals to identify urban problems and issues in the city of Seoul that can be addressed using the 4th industrial revolution element technology. Analysis results suggested policy implications in that this study identified urban problems and issues raised by the citizens, media, and urban professionals. Furthermore, this study suggests urban problems and issues that not only need to be strategically approached by implementing latest technologies, but also need to be approached in the long term. The results are expected to contribute to the application of 4th industrial revolution element technology to address urban problems and issues. Also, this study suggests policy implications that should be considered when employing such technologies in urban areas.
