미국 포틀랜드 시의 스마트 성장에 관한 비판적 고찰: 미국 51개 대도시와의 비교를 중심으로

Abstract

이 연구는 스마트 성장의 대표도시로 언급되는 포틀랜드의 실상에 대해서 알아보았다. 미국 통계국에서 발표한 밀도, 통행시간, 통행수단분담률 등의 센서스 자료를 통해 보았을 때, 포틀랜드는 대부분의 미국 대도시보다는 양호하지만, 최상위 그룹으로 분류하기에는 다소 부족한 수준의 도시임이 확인되었다. 스마트 성장의 가장 중요한 조건인 밀도 수준이 평범한 미국 도시 수준으로 나타나서 대중교통중심 정책의 추진에 있어 한계가 있는 것으로 파악되었다. 이와 함께 도시권 전반에서 스프롤이 광범위하게 이루어지고 있음을 확인하였는데, 인접한 워싱턴 주 밴쿠버로의 인구유출 비중이 높다는 점에서 전부는 아니라도 일부는 UGB의 효과임을 확인할 수 있다. 포틀랜드의 주택가격은 비교적 높은 수준이지만 그것이 전적으로 UGB의 효과라고 보기는 어렵다는 것이 본 연구의 분석이다. 포틀랜드의 급속한 경제성장과 여타 태평양 연안 도시들의 높은 주택가격을 고려한다면 포틀랜드의 주택가격이 비정상적으로 높다고 보기는 어렵기 때문이다. 결국 포틀랜드의 지속가능 도시, 스마트 성장 도시로서의 명성은 다소 과장된 것임을 확인할 수 있다. 포틀랜드의 급속한 성장을 고려할 때, 스마트 성장도시로서의 포틀랜드의 이미지는 도시 마케팅의 주요한 요소로서 작용했고 도시가 성장하는데 적지 않은 기여를 했다고 판단된다.

This study looks into the reality of Portland, OR, which is often referred to as the leading city of smart growth in the U.S. Portland looks more smart-growth oriented than most American metropolises, but rather less among a top-tier group in terms of density, sprawl pattern, auto-dependency etc. Portland’s density levels, the most important component of smart growth, appear to be plain of a few targeted metropolises, limiting the implementation of transit-oriented policies. In addition, it has been confirmed that sprawl is widespread across the Portland metropolitan area. Urban Growth Boundary adopted by the city looks to contribute to the widespread sprawl somewhat. After all, Portland’s reputation as a sustainable city, a smart-growth city, seems somewhat exaggerated.
