세종시 개발이 주변지역 및 수도권 인구이동에 미치는 영향 분석 - 인구이동(2006~2016) 자료를 활용한 변이할당 분석을 중심으로 -

Abstract

세종시 및 혁신도시 사업은 공공기관의 지방이전을 통해 수도권의 기능을 분산시키고, 지방의성장 거점으로 삼아, 궁극적으로는 국가균형발전에이바지하는 것을 목적으로 진행되었다1). 특히 세종시는 국토 균형발전을 위해 진행되는 도시사업 중가장 큰 규모로 이루어진 대표적인 사례이다. 따라서 세종시 출범 이후 시간의 흐름에 따라 수도권및 주변지역의 인구이동에 미친 영향에 대한 연구가 필요한 시점이다. 특히 세종시 출범 이후 수도권의 인구가 분산되고 있는지, 그리고 세종시가 주변지역의 성장거점 역할을 수행하고 있는지를 평가하는 것은 성공적인 정책 목적 달성에 매우 중요하다. 그러나 이에 대한 연구는 매우 드문 실정이며, 선행된 연구들 또한 분석의 시간적·공간적 범위 및방법론 측면에서 여러 한계점을 가지고 있다. 따라서 본 연구는 2006년부터 2016년까지 인구이동 자료를 활용하여 세종시 개발이 세종시와 세종시 주변 시군지역의 인구이동에 미친 영향과 나아가, 수도권의 인구분산에 미치는 영향을 분석하고정책적 시사점을 제시하고자 한다.

This study analyzes the impact of a new administrative city of Sejong on the population migration in the capital region and adjacent municipalities. We conduct origin-destination analyses with population migration data over the period of 2006-2016. This study uses both descriptive and shift-share analyses to examine the impact of Sejong city on population migration. Main findings of our study are as follows. Results show that the completion of Sejong City has marginally affected population decentralization in the capital region. Although there has been a positive net-migration from the capital region to Sejong City since its completion in 2012, population in the capital region has gradually grown between 2006 and 2016. At the same time, Sejong City has absorbed more population from its adjacent municipalities, which resulted in a significant decline of net-migration into the adjacent municipalities. Finally, this study discusses policy implications for adjacent municipalities that experienced population decrease after the establishment of Sejong City.
