중국 일대일로 거점도시별 산업특화에 따른 발전전략

Abstract

중국의 지방정부는 일대일로전략 실행에서 비교우위와 국가 차원의 전략적 사고를 하지 않아 중복투자, 자원 낭비 등 부정적 현상이 타나나고 있다. 이를 해결하기 위해서는 먼저 지역별 산업특화를 우선 점검하여야 한다. 중국의 지역발전전략은 입지상(Location Quotient, LQ) 계수를 통해 각 지역별 경쟁력을 평가하여, 거점도시를 중심으로 도시군(群) 내의 네트워크를 형성하려는 것이다. 실크로드 경제벨트에 포함된 서부지역은 충칭, 청두, 시안과 기타 도시의 경제규모 차이가 너무 크다. 따라서 이 지역은 거점도시를 중심으로 네트워크를 형성하려는 도시군 전략이 성공할 수 있을지에 대한 의문이다. 이에 비해, 해상실크로드 거점도시는 산업특화도가 고르게 분포하고 있고, 거점도시 간 경제 격차는 상대적으로 작다. 따라서 산업편중을 피하면서 산업간 연계효과를 기대할 수 있는 기초가 마련되어 있다. 네트워크형 지역발전을 위해서는 거점도시의 특화정도에 따른 역할분담과, 각 도시 간의 경제규모 차이를 축소해야 하는 과제가 남아 있다.

In implementing development policies related to the country’s “One Belt, One Road” or “New Silk Road” initiative, most regional governments in China usually do not take strategic and comparative advantage over one another into account. This general phenomenon has engendered inefficient use of resources on a national level, largely due to duplicated investments. In order to resolve this problem, it is necessary to examine the degree of industrial and regional specialization within the national economy. China’s regional development strategy is characterized by clustering cities based on their regional competitiveness measured by the Location Quotient (LQ), and is aimed at building networks of the focus cities within a cluster. However, in Western China which belongs to the Land Silk Road Economic Belt, the size of the economy of Chongqing, Chengdu, or Xi’an is incomparably larger than that of any other cities’. Accordingly, it is questionable whether the cluster-based local economic development strategy is to be successful in this region. Conversely, not only is the pattern of specialization among industries in the focus cities alongside the Maritime Silk Road well aligned, the gaps between the economies of the cities in general are minor. Consequently, inter-industry productivity spillovers in this area are expected to accrue in line with the development strategy.
