‘비대칭상황’ - 변화하는 한국 민족주의를 이해하기 위한 몇가지 조건

Abstract

한국사회에서도 잉여와 ‘인간쓰레기’를 양산하는 현대 자본주의사회의 속성이 다문화사회로의 변화와 함께 적나라하게 드러나고 있다. 이런 다문화사회적 특성은한국 민족주의를 새로운 방식으로 위계화할 가능성을 농후하게 가진 것처럼 보인다. 여기에 ‘냉전의 효과’가 유지되고 있는 한반도에서 탈북자를 양산하는 북한의‘정체성의 정치’는 기아 난민을 대량으로 발생시키고 있으며, 이들 중 일부는 남한에 정착하고 있다. 하지만 남한에 정착하는 탈북이주자들은 다문화사회적 변화의흐름 속에서 남한 사회의 하위 위계를 구성하는 데 일조하고 있는 것처럼 보인다. 과연 대규모 이주로 특징지어지는 전지구화의 시대에 이주민을 토대로 하는 원거리 민족주의가 자리 잡을 수 있을 것인가? 한국 민족주의의 변화양상을 살펴볼때, 한국의 민족주의는 다문화사회적 위계화를 바탕으로 하는 위계적이고 배타적인양상을 띠게 될 수도 있을 것이다. 하지만 그것이 일반적으로 운위되어온 원거리민족주의로 정착할 가능성이 커 보이지는 않는다. 국민국가가 그 권력을 상실해가고 있는 궐위의 시대에 국민국가를 넘어선 공간에서 ‘사회의 귀환’을 어떤 방식으로 이룰 수 있을 것인가에 따라 개별 민족주의의성격은 달라질 것이다. 비대칭상황에 처한 이행의 시대에 일국적 차원에서는 사회의 역할을 회복하는 것 곧 사회의 귀환을 통하여, 그리고 지역적 차원에서는 보편성을 분유하는 ‘제국’의 도래를 통하여 국민국가를 넘어서는 전망을 만들어나갈 수 있을 것이다.

There is unmistakable evidence of the adverse effects of modern capitalism in Korea, such as the excessive growth of ‘surplus population’ and consequent ‘human waste’, as well as the country’s rapid transition into a multicultural society. The multicultural trait appears to have a great potential for establishing new orders and hierarchies within Korean nationalism. With the effects of the cold war still lingering on the peninsula, North Korea’s ‘identity politics’ have led to large numbers of famine-driven refugees, some of whom have resettled in South Korea. And as South Korea is becoming increasingly multicultural, North Korean defectors serve as fillers of gaps within the hierarchies of South Korean society. In this global age characterized by mass migration, will long-distance nationalism founded on migration take root? Considering the patterns of change in Korean nationalism in the past, there is a chance that its hierarchies and exclusiveness may be reinforced in line with the multicultural and multi-social developments. Regardless of the shape this transformation may take, it is unlikely to resemble what has generally been considered long-distance nationalism. During this interregnum when the power of the nation-state was greatly challenged, the specific changes in nationalism depend largely on how the ‘return of society’ is achieved in spaces that deviate from the nation-state. As we increasingly find ourselves in a situation of asymmetric transitional age, we’re faced with the important task of envisioning a prospect beyond the nation. In terms of the nation-state, the key may lie in restoring the role of society or the return of society, while in terms of the region, the emergence of ‘empire’ and its shared universality might provide an answer.
