이중차분법을 이용한 수도권 DTI 규제효과 분석

Abstract

정책성과방법론 중 하나인 이중차분법(Difference in Difference, DID)을 이용하여 아파트실거래가격의 개별아파트 자료를 대상으로 수도권 DTI 규제효과를 분석하였다. DTI 규제수준이 서울 50%, 경기도 60%로 10%p차이가 났던 것을 착안하여 DTI 규제의 10%p 차이에 대한 효과를 분석하였다. 분석결과 DTI 규제 10%p의 차이의 효과는 1년 이하의 단기적인 기간에서는 통계적으로 유의하지 않았으나 1년 초과의 경우 통계적으로 유의한 것으로 나타났으며 아파트실거래가 기준으로 연간 약 1.74% 하락효과가 있는 것으로 분석되었다. 주택규모별 분석에서는 1년 초과의 장기에서 소형에서 통계적으로 유의하게 나타났는데 이는 소형아파트의 경우 저소득층에서 주택을 구입할 가능성이 높기 때문에 DTI 규제차이의 민감하게 반응하는 것으로 해석할 수 있다. 중대형아파트의 경우 DTI 규제 도입자체에 큰 영향을 받으며 규제수준의 10%차이에 대한 민감도는 크지 않는 것으로 나타났다.

We examine the effect of debt-to-income ratio(DTI) regulation on the price of apartments in Seoul metropolitan areas using difference-in-difference (DID), one of the methods for policy outcomes. We exploit that in Seoul the stricter DTI regulation of 50% has been enforced sometimes, while in Kyonggi province the DTI regulation has been kept at 60%. Unlike the existing literature, we use extensive data of actual transaction prices of apartments for analysis. The results reveal that the stricter DTI regulation does not have a significant effect on the apartment price in the short term, but it does in the longer term. We find that the effects of the stricter DTI regulation for 10%p decreased by 1.74% annually on the price. We also find that the effects of the stricter DTI regulation is significant only on prices of apartments no larger than 60 square meters. It suggests that buyers of small apartments are more likely to be bound by the DTI regulation than buyers of larger apartments due to income differences. The evidence indicates that while introduction of the DTI regulation has had effect on the prices of larger apartments, the 10%p difference in the regulation has not.
