고성장기 부동산 관련 규제 및 공공의 역할에 대한 평가

Abstract

본 연구는 과거 경제성장기 심각한 주택부족 문제를 해결하기 위해 도입된 다양한 정책적 노력들을 재평가한다. 그 기간 동안 정부는 주택시장에서의 공공의 역할을 강조하고, 강도 높은 규제들을 도입하여 운영하였다. 그와 동시에 건설자본의 부족 문제를 해결하기 위해 소비자로부터의 직접적인 개발금융 조달 창구를 제도화하는 선분양제를 도입하였다. 이와 같은 강력한 시장규제와 동시에 유지되는 민간시장의 개인으로부터의 투자를 유도하는 제도적 결합은 부동산시장에서 투기적인 행태와 함께 주택시장에서의 부의 불균등한 분배에 대한 사회적인 불협화음을 가중시켜왔다. 이러한 고성장기 한국의 부동산정책을 재평가하기 위해 우선 토지이용 및 개발 관련 제도, 주택시장 관련 규제, 그리고 토지 및 주택 공급을 위한 제도적인 틀을 간략하게 살펴본다. 또한 좀 더 심층적인 평가를 위한 초점을 그린벨트, 다주택자 규제, 선분양제도에 맞추어 논의한다.

Korean government has emphasized the roles of public sector and has placed strong regulations to solve the problem of severe housing shortage in the period of rapid economic growth. In the mean time, it institutionalized the direct financing structure from consumers to speed up housing supply by attracting the individual investments in the private market even under the strong regulations. However, as the downside of those institutional combinations, speculations have prevailed and social conflicts on inequitable distribution of wealth were aggravated. This paper attempts to reassess regulations on land use and development, regulations in the housing market, and institutional settings for land and housing provision in the development era. In-depth discussions are provided for Greenbelt, regulations to restrain multi-house ownership, and pre-construction sales of new apartments.
