주민참여 마을 만들기 사업의 평가에 영향을 미치는 요인에 관한 연구 - ‘서울 휴먼타운 시범사업’에 대한 주민인식을 중심으로

Abstract

본 연구는 주민참여 마을 만들기 사업의 일환으로 추진된 ‘서울 휴먼타운 시범사업’의 평가에 영향을 미치는 요인을 파악하고 각 요인들 간의 관계를 알아보기 위해 수행되었다. 거주민들의 인식을 파악하기 위하여 강동구 암사동 서원마을, 성북구 성북동 선유골, 강북구 인수동 능안골 등 3개 마을에 대한 설문조사를 실시하였다. 설문문항은 선행연구를 토대로 행정, 사회, 물리, 사업성과, 사업평가의 5개 측면, 39개 항목으로 구성하였다. 설문의 응답결과를 토대로 마을 만들기 사업의 성과 및 평가에 영향을 미치는 요인을 알아보기 위하여 공분산구조분석을 실시하였다. 분석결과, 물리적, 사회적, 행정적 요인이 사업에 영향을 미치는 것으로 파악되었다. 주민들은 현재 마을 만들기 사업에 대해서 높은 만족도를 갖고 있지는 않지만 사업의 필요성에 대해서는 공감하고 있는 것으로 나타났다. 또한 물리적 요인과 행정적 요인에 비해 주민 간 유대감형성, 주민조직, 주민약속 등의 사회적 요인이 마을 만들기 사업의 성과 및 평가에 더 큰 영향을 미치는 것으로 파악되었다.

This study aims to determine the factors which affect ‘the Pilot Project of Human Town in Seoul’ and to identify the relationships among these factors. For this study, 113 residents in three neighborhoods (Seo Won, Sun Yu, and Neung Ahn) are surveyed. The questionnaires are formulated with a total of 39 items of 5 major factors such as physical, social, administrative, performance, and evaluation aspects based on existing studies. Using the survey results, a covariance structure analysis is conducted to identify the significant factors on the Human Town project. The survey shows that physical, social, and administrative aspects affect the project. In addition, the residents recognize the necessity of the project itself although they are not completely satisfied with the Human Town project. The analysis shows that social factors are more influential than physical and administrative factors on the performance and evaluation of the project.
