한국사회의 갈등과 언론의 역할: 한미 FTA 보도 기사를 중심으로

Abstract

대통령 그리고 정부의 정책에 대한 국민적 지지와 요구는 국민이 피부로느끼고 실감하는 정책효과와 언론매체가 사회에 전달하는 메시지에 큰 영향을 받는다. 본 논문은 노무현 정부가 한미 FTA에 대한 구체적인 정보를 확보하지 못한 상황에서 일방적인 대통령과 정부의 홍보에 집중하였고, 이 때문에 한미FTA에 대한 국민들의 태도는 결국 이데올로기적 대립으로 변질되고 말았다는 사실에 주목한다. 대립의 영역에서 한국사회의 보수와 진보를 나타내는 다양한 상징들이 동원되는 과정들이 나타났다. 그 결과 가장 중요한 정책문제가 한미 FTA에 대한 찬성과 반대라는 이미지 형성으로 인해 결국 이데올로기적으로 변질되고 말았다. 결국 우여곡절 끝에 한국과 미국은 재협상을 통하여 FTA협정을 체결하였다. 하지만 사회적 갈등의 폭은 줄어들고 있지 않다. 그 이유는 이명박 정부에서도 한미 FTA의 당위성을 역설하고 있을 뿐이고 구체적인 정책대응을 내놓지 않고 있기 때문이다. 아직도 우리는 한미 FTA의 효과에 대해 정책적인토론을 벌이는 것이 아니라 그것의 비준에 찬성 또는 반대하는가의 이분법적인 논리에 빠져 있는 것은 아닌가? 그렇다면 한미 FTA의 비준문제는 또다시이 의제를 불확실의 영역으로 몰아넣게 될 것이며, 찬성 혹은 반대하는 사람들을 우리 사회가 가지고 있는 독특한 보수와 진보의 이분법적 구도 속에 위치시킬 것이다. 이런 상황에서 민주적인 시민, 혹은 합리적 시민이 제도적인틀을 벗어나 거리로 나오게 되는 것은 너무나 당연하지 않은가? 라는 질문에대한 대답을 찾고 싶다.

People's demand and support toward government policy is generally depended upon a massage, delivered by mass communication. This paper traced the reason why the issue of Korea and the U.S. Free Trade Agreement(hereafter, FTA) became an ideological confrontation in Korea society. Without informing the contents and effects of FTA, Roh government only concentrated on announcing the importance and necessity of FTA. Through the process of negotiation, a conservative and liberal symbolism were mobilized by an editorial articles of major daily newspapers divided into two categories respectively. Consequently, people were only affected by an approval and disapproval, tempted by ideological tendency without acknowledging a real content of FTA. Korea and the U.S. FTA finally settled down under Roh's regime. However, the gap between social conflict has not been diminished because Lee government continuously publicizes the importances of FTA without providing corresponding or alternative policy. Discussing effects of FTA in professional way is crucial for easing social conflict and guiding people from uncertain area of conservative and liberal symbolism to practical domain. Should we escape from dichotomy of two ideologies? This paper tried to diagnose to this complication of Korea society.
