Abstract
This paper attempts to construct an environmental section endogenized multi-region input-output model(ESEMRIO Model) for the regulation of total quantity of water pollutants(RTQWP) in Korea. Since it is widely recognized that RTQWP will be inefficient because of inadequate level of imposition amount, tradable pollution permits scheme(TPPS) is suggested as an alternative for enhancing efficiency of RTQWP. Three policy scenarios are examined using the model; ⅰ) the enforcement of the RTQWP only; ⅱ) the introduction of TPPS based on “grandfathering” in accordance with the amount of pollutant production; and ⅲ) “grandfathering” in accordance with the amount of pollutants discharged. According to analysis results obtained, the TPPS scenarios appeared to be more efficient in terms of regional economic output than RTQWP scenario. Furthermore, the second scenario turned out to be more effective than the third. Hence, the paper suggested that the scenario involving tradable pollution permits scheme with “grandfathering” in accordance with the amount of pollutant production is the most desirable to both minimize economical depression and social cost in a region.
