Abstract
본 연구는 기술(과학)-정치(정책)-개념(담론) 간의 연계성 및 융합 가능성을 기후변화를 매개로 탐색한다. 기후변화는 21세기 환경 담론의 핵심이며, 현대 국제사회가 공유하는 최고 수준의 공공재다. 본고는 한국과 아프리카 간 기후변화 대응 협력 가능성을 기술(ICT)과 정치(포용적 성장)의 융합에 따른 거버넌스 담론으로 설명한다. 이를 위해 첫째, 공공외교 주체로서 한국의 중견국성이 갖는 특징을 고찰하고, 둘째, 한국-아프리카 기후 거버넌스 구축이 내포하는 의미를 제시하며, 셋째, 아프리카 기후 거버넌스를 지역기구 및 레짐, 국가 수준으로 구분해 설명한다. 마지막으로 앞선 분석을 토대로 아프리카 기후 거버넌스의 특성과 한국판 뉴딜을 접목함으로써 디지털과 휴먼, 다층 거버넌스 간의 유기적 결합을 통한 기후 거버넌스의 방향성을 제시한다.
This study explores the possibility of connecting and converging technology, politics, and political concepts through climate change. Climate change is at the core of environmental discourse and the top tier of public well-being concerns shared by the international community. Based on the convergence of technology (ICT) and politics (inclusive growth), this study explains the possibility of cooperation between Korea and Africa in response to climate change as part of the discourse on governance. To this end, first, the characteristics of Korea's middle power identity for public diplomacy were examined. Second, the meaning of the Korea-Africa climate governance construction was presented. Third, the study found that African climate governance is categorized into two levels: a regional level organization and regime, and at a national level. Finally, by interweaving the characteristics of African climate governance and the Korean New Deal, the analysis suggests the direction of climate governance through the integration of digital, human, and multilevel governance.
