- Abstract
- 실패재난의 발생과정에서 재난이 확대·재생산되거나 재난화하는 이면을 보면 사전징후의 무시;책임논쟁;사고의 은폐·조작과 같은 현상적 특징들이 나타나는데 그간의 재난관리 연구들은 이러한 현상에 관심을 덜 기울였다. 이러한 현상적 특성들은 불확실성;복잡성;누적성 등과 같이 재난 자체가 갖는 특성들과는 분명히 구별되는 특성으로 재난의 발생과 확대 및 반복에 일반적으로 수반되는 현상들이다.
