서울시 지구단위계획 구역 지정 및 계획지침 요소의 운영특성 분석

Abstract

The District Unit Planning(DUP) system, which was introduced in the revised Urban Planning Law in 2000, is a planning tool to control and interrelate individual evelopments within a specified area in an urban design context. The main purpose of this analysis is to investigate operational characteristics of design guidelines to DUP system in Seoul and to suggest a direction of operational improvement by analyzing on the current status of the DUP and the contents of design guidelines of individual DUP cases in Seoul. For this purpose we had comparative analysis on the district's characteristics and design guidelines, and also made the survey on the perceptions of the officials. Through cases studies in Seoul, it was found that the DUP is designated in order to maintain or improve the district's general environments more than to preserve or identify it's special environmental qualities, and the unflexible guidelines provided have produced a uniform set of undistinguishable plans failing to reflect local ariations of the sites, and also too many guideline items result in a lot of private sector's design claims. According to these research finding we propose the amendment of the design guidelines in terms of classification approach and also recommend training programs of the officials on DUP areas is needed successionally.
