건축자산 진흥구역 지정에 대한 경제적 가치 분석 - 서울시 종로구 북촌한옥마을을 중심으로 -

Abstract

최근 건축자산의 보전이 중요해지고 건축자산에 대한 적절한 관리 및 활용 방안이 필요해짐에 따라 본 연구에서는 건축자산 진흥구역 지정이 경제적 실효성이 있는지를 평가하였다. 북촌한옥마을을 대상으로 경제성분석, 토빗분석을 실시한 결과 지불저항자를 제외한 경우 세 가지 시나리오 전부 경제성이 있는 것으로 나타난 반면, 포함한 경우는 두 시나리오만 경제적으로 타당한 것으로 나타났다. 또한, 토빗모형 분석결과 정책인식 정도, 정책필요 정도 등이 지불의사금액에 유의한 영향 관계를 보임을 확인하였다. 본 연구는 향후 건축자산의 보전과 활용에 있어서 보다 구체적인 정책 방향 및 실질적 활용에 대한 시사점을 제공한다는 점에서 의의를 갖는다.

As appropriate management and utilization measures for building assets are needed, this study tried to evaluate whether the designation of a building asset promotion zone is economically effective. As a result, all three scenarios were economically feasible in the case of paying resistance, whereas only two scenarios were economically reasonable in the case of inclusion. Also, the Tobit model showed that the residential area, the degree of policy awareness, and the degree of policy necessity had a significant influence on the amount of intention to pay. This study is meaningful in that it provides more specific policy directions and implications for practical use in the conservation and utilization of building assets in the future.
