신국제정치경제 질서의 특징과 한국의 대응

Abstract

이 논문은 신국제정치경제 질서의 특징과 그 속에서의 국가의 역할을 검토함으로써 한국의 정책방향에 주는 시사점을 도출하고자 하였다. 신국제정치경제 질서의 성격과 진행 방향을 파악함에 있어 가장 핵심적인 개념은 세계화와 지역주의이다. 지역주의와 세계화는 현대 세계정치경제에서 동시에 일어나고 있는 현상인 바, 이 두 현상은 상호 모순적이기보다는 공생적 관계에 있는 것이다. 세계화는 초국가적 성격의 세계경제가 영토 및 주권 중심의 권력투쟁적 성격의 국제정치를 압도하는 현상으로서 국가들에게 주어진 환경이라면, 지역주의는 국가들이 의식적으로 노력하는 것으로서 정치적 의도가 경제를 지배하는 현상이다. 이러한 세계경제질서 속에서 국가들은 능동적이고 적극적으로 세계화현상에 적응하기 위해 노력하는 동시에 그들 주변 환경에 적합한 지역주의를 창출하기 위해 노력해야만 한다. 국가들에게 있어 세계의 변화에 따른 발 빠른 대응 및 변화 추진 능력은 성공을 위한 지름길이다. 지역주의는 세계화에 적응하는 과정에서 드러나는 국가의 취약성을 보완하기 위해 필요한 것이다. 이러한 관점에서 한국은 세계화에 적응하기 위한 정책의 추구와 동시에 지역주의 구축에도 힘을 기울여야만 할 것이다.

This article examines the meaning and characteristics of new international political economy order and the role of a state in that order for groping for suggestions to Korea. Globalization and regionalization are core concepts to have gained a certain pre-eminence for explaining the nature and trajectory of the world political economy. While regionalizing and globalizing tendencies are both at work in the contemporary world, these tendencies are at present more symbiotic than contradictory, and are also articulated within the same larger process of global structural change. Globalization, as a given, is one in which rational economics triumphs over the irrational international politics of the struggle for power. In contrast, regionalism, as programmatic trial, is one in which politics predominates over economics. States should make efforts to adapt themselves to the globalization, properly and actively, at the same time to create regionalism suitable for their circumstances. The transformative capacity of states is the key to their success in the world economy. Regionalism is needed for complementing vulnerabilities of states which are revealed in the process to adapt the globalization. From this point of view, Korea should promote policies for the adaptation to Globalization and the building of regionalism simultaneously.
