미국 도시미화 운동의 현대적 이해 : 그 퇴장과 유산을 중심으로

Abstract

1900년대 초 미국에서 전개되었던 도시미화 운동은 일반적으로 사치스럽고, 비실용적이며, 일반 주민들의 긴박한 요구에 무관심했던 도시계획적 접근으로 이해된다. 본 연구는 선행연구에 대한 검토를 통해 그 같은 평가의 상당 부분이 왜곡된 이미지와 역사에 대한 불충분한 이해의 결과임을 지적한다. 본 연구는 그러한 이미지 형성의 배경에 근대적 합리성으로 무장한 도시실용주의의 역할이 컸음을 확인한다. 도시실용주의적 접근은 1910년경 도시미화운동이 퇴장한 후 근 60년간 도시계획에 있어 정상과학의 지위를 유지했다. 도시미화운동의 쇠퇴는 사회경제적 측면에 있어서 상업자본의 퇴조와 산업자본의 융성, 도시행정에 있어 전문적 관료체제의 확립을 의미한다. 표면적인 쇠퇴에도 불구하고 도시미화운동은 20세기 내내 물리적 계획의 중요한 지침이 되었으며 도시설계를 통해 새롭게 그 중요성을 인정받고 있다. 물론 도시미화운동이 한계를 갖지 않는 것은 아니나, 그 한계는 도시미화운동에 내재된 문제점이라기보다 시대적 한계라고 보는 편이 공정할 것이다. 도시미화운동은 삶의 질을 중시하는 21세기의 새로운 도시개발 패러다임에 있어 중요한 시사점을 제공한다.

City Beautiful Movement has generally been considered extravagant, impractical and indifferent to the imminent needs of the people. This study discusses what most such assessment results from a perverse stereotype and inadequate historical understanding. Also, this study identifies that the City Practical played the critical role in generalization of the negative image. The city practical approach has enjoyed the position of normal science for 60 years since the withdrawal of the city beautiful in around 1910. The withdrawal of the city beautiful means the decline of commercial capital and rise of industrial capital in the socio-economic aspect, and the establishment of professional bureaucracy in urban administration. Despite the ostensible recession, the city beautiful was considered important in physical planning. The limitations of the city beautiful were the limitations of the times. Therefore, it is likely excessive to regard the limitations as the movement's intrinsic weaknesses. The city beautiful suggests some important implications in the 21st century paradigm of urban development which values quality of life.
