문화행정의 이념적 딜레마

Abstract

문화행정의 본원적인 목표는 ‘문화발전을 통한 국민복지 향상’이며 이를 추구하는 과정에서 지향해야 할 이념들은 정책과정에서 판단의 기준 역할을 한다. 추상적으로 표현된 정책목표의 구현과정에서는 핵심적인 이념적 가치들끼리 서로 충돌하는 경우가 종종 발생한다. 각각의 이념 하나하나를 보면 다 좋은 것들이지만 서로 간에 조화되지 못하고 상호 갈등이 빚어지기도 한다. 이 글의 목적은 문화행정에 있어서 고민되어야 할 이념적 딜레마는 어떤 것들인지 고찰하는 것이다. 여기서는 엘리트주의와 민중주의, 표현의 자유와 사회적 법익의 보호, 창작자 권리보호와 소비자 접근기회 확대, 문화주권과 문화교류, 그리고 문화교역의 자유화 vs. 문화적 예외라는 네 가지 이념적 딜레마에 대해 집중적으로 살펴본다.

The primary purpose of cultural administration is to enhance national welfare through cultural development. In pursuit of this purpose, ideologies function as a criterion for policy judgment. Sometimes core ideologies collide with each other in the process of materializing policy goals expressed in abstract terms. Conflicts may occur among those ideologies each of which is desirable in itself. This paper examines five of the major ideological dilemmas in cultural administration: elitism vs. populism, freedom of expression vs. protection of social values, creator rights vs. consumer accessibility, cultural sovereignty vs. cultural interchange, and liberalization of cultural trade vs. cultural exception.
