지역재생의 성공조건과 ABS모델의 제안

Abstract

지역재생은 도농격차가 악화시킨 인구문제를 해결할 유력한 시대과제다. 우선순위는 자연감소와 사회감소의 이중충격에 직면한 소멸위기의 지역공간일 수밖에 없다. 균형회복과 역내분업을 위해서도 한계지역의 재생사업은 필수과제다. 물론 장기간에 걸쳐 균형발전론에 따른 다양한 지역재생이 진행됐다. 그럼에도 비용대비 편익이 낮고, 재생성과를 체감하지 못하는 한계가 자주 거론된다. 결국 재생방식을 둘러싼 재검토와 수정실험이 요구된다. 지역개발론을 다루는 학계도 ‘중앙기획→지역설계’, ‘행정예산→지역자산’, ‘정부중심→지역주도’로의 전환을 강조하는 접근법이 제안된다. ABCD･CDD･PPP론 등이 대표적인 선행이론이다. 다만 서구에서 고안된 이론으로 한국상황과 어울리지 않고, 방법론도 구체적이지 않아 응용을 위한 설명력은 제한적이다. 때문에 본고는 10대 일본사례를 통해 달라진 접근방법･투입공정을 표준화한 ABS모델을 제안한다. 유사환경이 많은 일본의 선행경험 중 모범성과를 분석한 후 그 공통분모를 단계별 투입자산으로 구분했다. 그 결과 Actor(인적자산･관계자산), Business(지역자산･사업자산)의 4대 자산은 필수인 반면 Support(행정자산･금융자산)는 선택적 역할을 담당했다. 이를 ABS모델로 규정했고, 10대 일본사례를 통해 확인했다. 물론 한계도 많다. 하지만, ABS모델을 통해 달라진 한국형 지역재생을 위한 재검토의 논의기반을 제공한다면 그 자체로 유의미하고 바람직할 수 있다.

Local regeneration is a powerful technique to solve population problem that has worsened the urban & rural gaps. Priority is the extinction crisis area facing double impacts. For the balance recovery & intraregional division, regeneration of marginal area is necessary. The academic world dealing with regional development also emphasizes the transitions, such as ‘central planning→regional design’, ‘administrative budget→regional assets’, and ‘government-centered→regional initiative’. For example, ABCD･CDD･PPP theory are typical precedent theories. However, these theories designed in the West sights do not fit with the Korean situation. The methodology is not specific & the explanation power is limited. In this regard, the present study proposes an ABS-model that can standardize different approaches and input processes through case studies of Japan’s 10 cases having several similar characteristics. As a result, the four assets are essential, and the two assets are optional. Therefore, 6 assets have been included in the ABS-model which were validated from the 10 case studies. Despite having certain limitations, this study depicts how to achieve regional regeneration through ABS-model.
