공직 내 밀레니얼 세대(M세대)와 Z세대는 같은 세대인가, 다른 세대인가?

Abstract

최근 우리 사회에서 MZ세대라는 용어가 반향을 일으키며 젊은 세대들의 독특한 태도와 행동이 MZ세대의 특성으로 이해되고 있다. 기성 세대와 젊은 세대를 구분하려는 세대론은 공직 사회에서도 핵심 키워드로 회자되고 있으며 젊은 세대들이 공직에 잘 적응할 수 있도록 공직문화를 개선하고 혁신하는 시도로 이어지고 있다. 외국과 다르게, 우리나라에서는 세대를 논할 때, 밀레니얼세대(M세대)와 Z세대를 하나로 통합하여 MZ세대를 하나의 동일한 세대로 가정하는 경향이 있다. 선행연구도 MZ세대가 기성 세대와 어떻게 다른지 규명하기 위한 연구가 대종을 이루고 있다. 이 연구는 공직 내 M세대와 Z세대 간 직무태도 및 가치정향에 어떤 유사성과 차이가 있는지 탐색적으로 규명한다. 우리나라 중앙부처 공무원을 대상으로 직무 가치 및 태도에 관한 설문조사를 실시하여 분석하였다. 분석결과, M세대와 Z세대는 기성세대에 비하여 공통적으로 외재적 직업가치관, 유연한 근무환경, 워라밸 중시, 낮은 공공봉사동기, 직무만족도 및 몰입의 부족 등이 공통적인 특성으로 파악되었다. 그러나 두 세대 간 현격한 차이를 보이는 특성도 발견되었는데, Z세대는 M세대에 비하여 자율출퇴근, 스마트워킹과 같은 유연한 근무환경 및 워라밸을 더욱 중시하는 세대라는 것이 밝혀졌다. 이러한 분석결과에 대한 시사점 및 함의를 결론으로 제시하였다.

Recently, the term MZ generation is resonating in our society, and the unique attitudes and behaviors of the younger generation are understood as the characteristics of the MZ generation. The generation theory to distinguish between the older generation and the younger generation is being thought as a keyword in the public sector, leading to attempts to improve and innovate the public office culture so that the younger generation can adapt well to public office. Unlike other countries, when discussing generations in Korea, there is a tendency to integrate millennials (Generation M) and Generation Z into one and assume that the MZ generation is one and the same generation. Most of the preceding studies are also studies to identify how the MZ generation differs from the older generation. This study explores the similarities and differences in job attitudes and value orientations between Generation M and Z in public office. A survey was conducted and analyzed on the job values and attitudes of public officials in central government agencies in Korea. As a result of the analysis, compared to the older generation, the M and Z generations were identified as common characteristics such as extrinsic work values, flexible work environment, emphasis on work-life balance, low motivation for public service, lack of job satisfaction and immersion, and so on. However, there were also characteristics that show a marked difference between the two generations. It was found that Generation Z is a generation that values more flexible work environment and work-life balance, such as autonomous commuting and smart working, compared to Generation M. Implications of the analytical results are discussed in the paper.
