종전부지 활용을 위한 비법정계획의 핵심요소 연구 : 독일 군공항 개발사례를 중심으로

Abstract

This study comprehensively analyzed the process, contents, and results of the German military airport area through theoretical considerations and case studies. In particular, this study tried to gain an in-depth understanding of the development process and characteristics of the development of the German military airport. This understanding is very important, especially given that Korea currently lacks both practical experience and research on the such development. As a result, the study highlighted several essential key factors for the successful development: 1 Ensuring participation of various social members and implementing flexible plans in the development process 2 Establishing a detailed and sustainable plan for the the planning 3 Applying a systematic legal framework and ensuring and implementing the plan in terms of project results One of the important conclusions drawn from this study is the utilization of the informal plans such as 'Rahmenplan' and 'Planwerk'. These planning tools are important not only to achieve quantitative goals, such as the re-use of former military airport area, but also to ensure qualitative goals and promote social consensus. This insight is particularly important not only in large-scale urban development but also in situations where different initiatives and stakeholders are connected.
